Willow Commission approves permanent work schedule

In the city of Willow, the DemocracyCraft server adopted a permanent regulation for the Second Commission. The document defines how elected representatives will consider initiatives, conduct votes and put decisions into effect. The Regulations shall remain in force until the Commission approves the new version.

The rules can be amended by a proposal during the entire term of the commission. This requires a simple majority of votes, unless otherwise provided by law. The new rules will abolish all previous standing rules of the commission.

The Commission shall comply with the Willow Legislative Standards Act. It is this act that serves as the basis for interpreting the rules: if there is a direct and irremovable contradiction between the documents, the priority remains with Willow’s legislative standards. Compliance with other applicable laws is also expected. The presiding officer may declare an act of the individual commissioner or of the whole House incompatible with the rules and laws, in which case the consequences of that act shall be annulled.

The commission's initiatives are published on the #commision-floor channel with the wording "I, [role] [Name/Alias], move to." The proposal is notified to the mayor and deputy mayor. The mayor, deputy mayor and commissioners may make such initiatives, and the commissioner must state the reason for his proposal.

Once submitted, the presiding officer places the initiative in #commission-voting, creates a voting branch and notifies the commissioners. Questions shall be put to the vote on a first-come-first basis. A simple majority is usually enough to be accepted. Voting is given 48 hours and participants can change their vote before the deadline ends. The procedure may be terminated earlier if the initiative has already obtained the necessary majority for acceptance or rejection.

Each initiative will be designated in WL format (Commission number). The presiding officer may withdraw proposals that do not comply with the Rules of Procedure or the Willow Legislative Standards Act. Approved initiatives and bills, he is obliged to implement, while rejected documents do not require the introduction of changes.
